Reginal B. Barner
Reginal B. Barner is the Chief Executive Officer and founder for the Community Development & Improvement Corporation, through which he has successfully completed various tax credit projects turning traditional public housing into single family homes, as well as assisting local government in developing blighted areas into viable striving areas for economic development and affordable housing. He formerly served as the Chief Executive Officer of the Housing Authority of the City of Aiken for the past 13 years and has over twenty (20) years of experience in housing. Mr. Barner has a Bachelor’s Degree in Healthcare Management from Southern Illinois University – Carbondale. He also maintains many certifications: Executive Management Certification from Rutgers University; Mortgage Specialist Certification from Capstone Institute; and, certification as a Housing Finance Development Professional from the National Development Council (NDC).

Ivory N. Mathews
is the Acting Chief Executive Officer of the
Housing Authority of The City of Aiken. Ms.
Mathews, a doctorial candidate in the field of
Public Policy and Administration at Walden,
University, holds a Masters of Education with a
concentration in Counseling and Psychology from
Troy State University-Augusta in
Ms. Mathews came to Aiken Housing Authority/Community Development & Improvement Corporation from the Augusta Neighborhood Improvement Corporation (ANIC) where she served as operations manager. During her tenure at ANIC Ms. Mathews garnered over $1.2 million of funding for housing and economic development projects within 17 months of employment. Ms. Mathews experience lends itself to the arena of Workforce and Business Development where she’d previously served the Lower Savannah Workforce Investment Area in several capacities, to include; Supervisor of Contracts & One-Stop Activities, Program Coordinator, Workforce Developer/Compliance Monitor, and Job Developer. Under these capacities Ms. Mathews managed over $7 million of federal, state and local funding. She is currently the president of the South Carolina Chapter of the Southeastern Employment & Training Association.
